What is the best way to set up a website to advertise my self-published novels?

My name is Jonathan F. Akerele and I’m 23 and a self-published author. My novels are avaiable on my storefront page on www.lulu.com but I wanted to get more attention so I thought about making my own website but from what I read it costs money each month to do that and I’m wondering how I could do that on a small budget. I was looking around online for any web hosting sites that allow for free web hosting that don’t charge monthly fees. If I can’t find any then I’ll just go with the cheapest rate. I think some of them still require you to pay money to buy the site domain name even if they don’t charge monthy fees. I also thought of shooting videos of myself and posting them on YouTube to advertise my novels and printing out business cards for myself.
